RAAF Strategic Meeting: ECOWAS Assesses 2024 agricultural progress

The ECOWAS Regional Agency for Agriculture and Food (RAAF) convened its twelfth Strategic Orientation Committee meeting in Lomé, Togo, on May 2, 2025, marking a critical moment for evaluating progress in implementing the region’s agricultural development goals. This session focused on reviewing the Agency’s 2024 activity report and financial performance, and approving the proposed 2025 budget.

Since its establishment in 2013, the Strategic Orientation Committee has served as RAAF’s highest governance body, promoting accountability, experience sharing, and strategic planning. This year’s meeting brought together key stakeholders to assess two major documents: the 2024 activity report and financial report, as well as the proposed budget for 2025.

Despite a difficult operating environment, RAAF recorded a commendable overall implementation rate of approximately 74%, with physical implementation reaching 72% and financial execution standing at 75%. These results underscore the Agency’s resilience and commitment to its mandate, even amid significant regional challenges.

Speaking during the meeting, Massandjé Touré-Litsé, ECOWAS Commissioner for Economic Affairs and Agriculture, acknowledged the complex security landscape that has impeded access to key project areas in the Sahel, especially following the withdrawal of Burkina Faso, Mali, and Niger from ECOWAS.

“The main challenges affecting the implementation of projects and programs in 2024 include the security crisis in the Sahel and the withdrawal of three member states. While alternatives are being explored to maintain their participation, more sustainable solutions are being pursued. Rest assured that our regional authorities are actively working to address these issues,” Commissioner Touré-Litsé affirmed.

The Committee’s review and feedback play a pivotal role in reinforcing RAAF’s operational approach. The Agency continues to work daily to enhance coordination and facilitation of ECOWAP-aligned projects, while also fostering stronger networks among agricultural stakeholders throughout West Africa.

As RAAF charts its course for 2025, the strategic guidance and recommendations from the Committee are expected to bolster efforts towards achieving food security, promoting sustainable agriculture, and strengthening regional integration across ECOWAS member states.
