The Government of The Gambia has appointed Dr Samba Bah, a recent PhD graduate from Ohio University, USA, as the new Executive Director of the Student Revolving Loan Scheme. His appointment takes effect on November 1, 2025.
Dr Bah, whose doctoral research focused on cost-sharing in public higher education with a case study on University of The Gambia graduates, is expected to bring fresh vision and expertise to the newly established national programme.
Announcing the appointment on Tuesday 23 September 2025, the Minister of Higher Education, Research, Science and Technology, Professor Pierre Gomez, described Dr Bah as “the ideal person to steer this vital national programme,” citing his strong background in higher education leadership, finance, and policy development. The minister expressed confidence that under Bah’s leadership, the scheme would achieve greater sustainability and improve access to higher education for Gambian students.
Dr Bah has held leadership roles in both The Gambia and the United States. He previously served as Speaker of the National Youth Parliament of The Gambia and has worked in programme management, policy advisement, and international advocacy.
In his reaction to the appointment, Dr Bah said he was “deeply honoured” and committed to working with stakeholders to implement the Student Revolving Loan Scheme Act, 2025. “I am committed to advancing equitable access to higher education and contributing to the development of our nation’s human capital,” he said.
The Student Revolving Loan Scheme, under the Ministry of Higher Education, aims to provide financial assistance to Gambians pursuing tertiary education.
