ECOWAS deploys expert mission to support Guinea’s constitutional referendum

The Economic Community of West African States (ECOWAS) has dispatched a team of electoral experts to the Republic of Guinea to observe the constitutional referendum scheduled for 21 September 2025, underscoring the regional body’s unwavering commitment to democracy, peace, and good governance.

The Technical Expert Mission, mandated by H.E. Dr Omar Alieu Touray, President of the ECOWAS Commission, is composed of eleven specialists drawn from the Electoral Commissions of Member States. The team will monitor referendum preparations and voting processes across Conakry, Kankan, Kindia, Mamou, and Labé between 17 and 23 September 2025.

The mission is coordinated by the ECOWAS Commission’s Electoral Assistance Division, led by Mr Serigne Mamadou Ka, Acting Head of Division.

“Free, fair, and credible electoral processes are essential to strengthening democratic institutions in our region,” Dr Touray said.

“Through this mission, ECOWAS reaffirms its solidarity with the people of Guinea and its support for the success of the country’s transition,” he added.

This deployment is carried out in line with key ECOWAS legal instruments, including the 1993 Revised Treaty, the 1999 Mechanism for Conflict Prevention, Management, Resolution, Peacekeeping and Security, the 2001 Supplementary Protocol on Democracy and Good Governance, and Article 53(c) of the 2008 Conflict Prevention Framework.

By observing the referendum, ECOWAS aims to help foster trust, credibility, and transparency in Guinea’s democratic process, thereby contributing to peace and stability in the country and the wider West African region.
